BEL AIR, Md. — Harford County Council President Robert Wagner is facing DUI charges following his arrest Monday morning in Bel Air. The county sheriff's office said a citizen called 911 about 10:45 a.m. after seeing a man fall out of his truck outside Catered Living, an assisted-living facility.
